AN ACT to establish the Agricultural Development Bank and matters therein. The Agricultural Development Bank shall be herein established to provide financial and technical assistance to the agricultural sector of Saridan. In its capacity as the institution responsible for providing financial assistance in the form of loans, leases and other related services to farmer, ranchers, agro-processors, mariculture producers, agribusinesses and other related entities, the ADB shall exist underneath the purview of the Department of Agriculture, Land and Fisheries. |

Message | Mnr Huispresident, Allow for me to explain these reforms as they stand before we are bombarded by the collective groaning of the DUA. Article 1: Our amendments as outlined in article 1 is made with the very function of the Agricultural Development Bank in mind. In recognising that this institution will act as the agency responsible for providing assistance to farmers, ranchers and persons in various economic/commercial fields within agriculture, we note that the agricultural sector requires fiscal boots (subsidies). Article 2: In moving to increase Saridan's agricultural sector, we note that through increased production we will see increased numbers of aquatic fish being caught. We must ensure that we keep our local ecosystem intact and prevent overfishing. Overfishing presents an inherent danger to our ambitions in mariculture. Through overfishing, we risk destroying the number of fish in our local waters. Once this government begins our moves towards federalism, we believe that this matter should be handled by the local governments. However we are not at that stage thus, we believe that in their current form, these reforms can provide much-needed enforcement and protection. Article 3: As we continue to increase agricultural productivity we note the risk of cruelty to animals. We note the numerous studies into animals cruelty against cattle, pigs and other livestock and note that there has to be a shift in the way we view our livestock. We believe that these reforms will allow for farmers, ranchers and others to pay attention to the welfare of their animals which will thus lead to higher food and quality standards across the agricultural sector. Article 4: We note that some chemical reagents are required to guard against harmful pests. We are of the view that once a farmer utilises herbicides, pesticides and fertilisers on crops. He/she must list the types and amount of chemicals used on the crops, clearly on the package(s) of the products. We believe that these reforms set the precedent for this government's aggressive push towards reforming our agricultural sector to ensure greater equity and productivity.
