| 1. The purpose of this Law is to establish rules, procedures and mechanisms to facilitate and encourage the reporting of acts of corruption, which may be investigated and punished administratively or criminally, and to protect the public official or any person who, in good faith, denounce such acts or testify to them. 2. All information submitted by the complainant and/or witness, their identity, and all related proceedings may not be made public through a request for access to information, which is confidential. No information or document may be given, except by order of the competent authority, or in extraordinary cases at the request of a court. Notwithstanding the foregoing, the programme may be audited with respect to the operating procedures, but in no case may the auditors know the names or locations of witnesses who have changed their names or who have been relocated. 3. The denunciation of acts of corruption is the free and voluntary act of bringing an act of corruption to the attention of the competent authorities for subsequent qualification, investigation and punishment. It may or may not be accompanied by an express request for protection measures. 4. The authority competent to receive reports of acts of corruption shall make organizational and functional changes to ensure its timely attention and the confidentiality of the act, if necessary. |
