Message | Oh, this will most definitely result in increased taxation, and for the exploitation of a commercially viable resource. If the Government seizes control of domestic space exploration, then to whom will the benefits of extra Terra-strial exploitation accrue? Will government also seize all the profits from commercial exploration? If so, what incentive is left for private companies to engage in exploratoin at all? How will Zardugal gain an advantage in space over other nations, whose approaches may be radically different from our own? If private companies of other nations are allowed carte blanc to explore and retain net earnings from their venture capital, while our own companies are shackled by oppresive government oversight, will we not lose all advantage? Then, what will be the purpose for us to have a presence at all? If we do not have a active, lucrative presence in space, will we not be left behind in technological advances among the nations of Terra, and would our own economy not stagnate? Whose is space, anyway, as a resource to exploit? Are there space exploration treaties that we can enter into with other nations, to pool our resources and make better, more efficient use of our efforts? If there are not, may we not initiate such a international treaty? As Head of Government, I request that we defer this bill for the present time, either by defeating the measure, or by retracting it from voting at the present time, so that further investigations of these questions may be pursued. I request our newly elected Minister of Science and Technology, David-Louis Prevost of the Jacobin Society, research the costs and likely benefits of government involvement in space exploration. I ask that Foreign Affairs Minister Ellen Marsolis, of the Frogmarch Party, research international attitudes and approaches to space research among a sampling of our neighbors, and find for us whether international space Exploration treaties exist which may afford us greater effectiveness in our grand extra-Terra-strial adventure. If none exists, perhaps we should form a committe for the purpose of drafting one. Let's meet back here to discuss, after a reasonable time to become better informed. - Umpapa MaoMao, Praetor, Prefectoral Consulate of Zardugal |

Message | Certainly, this is not a seizure of space exploration of the government, the creation of a space agency, as stated in the bill is to "contract and oversee" space exploration and exploitation by private interests. The idea behind the agency is to ensure safety, and that companies do not launch a death ray or some such thing. This is an extreme example, I know, but all this bill calls for are moderate regulations and not a "seizure" as our noble Praetor has suggested. |

Message | Oh, in addition, the current S&T Ministry budget is 40 trillion ZAR. All that this money currently funds is a patent office, and the rest should be more than enough to establish a regulatory Space Agency. -Davd-Louis Prevost, Minister of Science and Technology |
