| CONSTITUTION DE L'UNION COMMUNALE D'ALDURIE Bourse Générale du Travail (General Labor Council) - Legislative branch of government - Consists of representatives of each Confédération des Syndicats(1). Each Confédération des Syndicats elects one representative to the Bourse Générale du Travail - The size of the Bourse Générale du Travail is thus based on the amount of nationally-recognized Confédération des Syndicats - Has the power to draft and pass legislation - Headed by the Président de la Bourse Générale du Travail (President of the General Labor Council), who is elected by universal popular suffrage(2) at the same time as the syndical elections for the Bourse Générale du Travail - A majority of members is required to form the Comité de Salut Public (1)A Confédération des Syndicats can, for example, be the steel workers' union, or the nurses' union, etc. (2)Every adult (unless legally barred through legislation passed by the Bourse Générale du Travail) has the right to vote (even if unemployed and thus not part of a union at the time of the election) Comité de Salut Public (Committee of Public Safety) - Executive branch of government - Requires the support of a majority of representatives in the Bourse Générale du Travail - Can propose legislation to the Bourse Générale du Travail - Day-to-day government - Headed by the Président du Comité de Salut Public (President of the Committee of Public Safety), who is chosen by the representatives who make up the majority of backers of the Comité de Salut Public Président de la Bourse Générale du Travail (President of the General Labor Council) - Aside from leading the Bourse Générale du Travail, this person is also de jure head of state - Has the power to veto any legislation passed by the Bourse Générale du Travail (said veto can be overturned by a 60% vote in the Bourse Générale du Travail) - Has a fixed term, and can only be ousted by new elections(3) or an impeachment procedure backed by a 2/3 majority in the Bourse Générale du Travail (3)Elections are constitutionally required to be both for the Bourse Générale du Travail and the Président de la Bourse Générale du Travail simultaneously, thus a new election for one means a new election for the other (OOC: If multiple parties wish to play in the nation, it is encouraged to play as various factions within the Bourse Générale du Travail, eg. reformers, hardliners, etc., which can then propose a Comité de Salut Public (government/cabinet) as you normally would with the game mechanics while accepting the elected head of state as the Président de la Bourse Générale du Travail) (OOC: Passed by 2/3 majority through http://classic.particracy.net/viewbill.php?billid=642447 ) (OOC: This was not, and is not claimed to be, moderator-enforced.
