| Mr President, Members of the Assembly, I proudly present you my proposal to establish the "Consiglio Regoniale della Repubblica" (Regional Council of the Republic) to your House. This council is an advisory board for the Government and Assembly and can give solicited and unsolicited advice. The members are the 5 regional presidents (largest party in every region) whom are to be elected during each regular election for Parliament. The Council is chaired by the elected National President. The number of votes for each member in the Council is determined by the percentage of the votes in the election. The chairman/woman has no voting rights but is allowed to veto an advice.
