Preamble The people of Cobura in their quest for a more perfect government proclaim through their chosen representatives, the following: Article 1 Cobura is a constitutional, federal and democratic monarchy led by the King of the Union Article 2 The monarch shall serve as the supreme guarantor of the Coburan state and Fearsome Commander (commander-in-chief of the Royal Armed Forces) Executive power is vested in the monarch and exercised on the advice of the Crown Council. Article 3 In emergency situations, the monarch may appoint public officials who serve until the Crown Council reconvenes and choose a new ministry or at alternatively, confirms the royal appointment.. Article 4 The monarch, on the advice of a Minister, may issue Royal Decrees on administrative matters which shall possess the full force of law. Article 5 The Royal Household shall receive an annual allowance funded by the Crown Council for the purposes of maintaining the royal family, residences and security. Article 6 Royal succession shall be according to the rule of male preference primogeniture. Article 7 The monarch shall exercise the prerogative of mercy. He/she confers civil and military honours and accredits diplomatic representatives. His/her person is inviolable. Article 8 Legislative power shall be vested in the Crown Council. Members shall be elected through proportional representation with a single national constituency. The Council of Viziers shall be responsible to the Royal Assembly. Section 9 Judicial authority shall be vested in the judiciary. Judicial officers shall be appointed in a manner prescribed by the legislature. Section 10 The monarch shall, on the advice of the Minister of the Pen, appoint ceremonial governors and other figures representing the Crown in the Kingdoms. Section 11 Members of the royal family are prohibited from holding elective office and ministries. This provision is restricted to spouses, children and all dynasts who are less than a hundred places from the throne. Section 12 Where the Crown Council fails to approve a new budget by the legal deadline, the budget adopted for the previous fiscal year shall be applied to the next fiscal year. Section 13 Each kingdom shall enjoy autonomy with right to organise is own government. The imperial and royal governments shall exercise publicly power cooperative with only foreign policy and currency issuing reserved exclusively for the imperial government. Section 14 The constitution may be amended by a vote of two thirds of all the members of the Crown Council. |
