We the Liberal Democratic Party would like to propose the creation of a National Merit Scholarship program.

The NMS would be dependant on a standardized test and possibly essay that all students must take. Those students who are exceptional at this test, the top few percent, would recieve the National Merit Scholarship, which would be a scholarship for higher education. The NMS would cover all expenses that the student could not pay otherwise, so that more priveledged students would recieve less in scholarship money than a less priveledged student, who may in fact, if the means barely exist for them, have fully paid government tuition.

Now, you are all probably thinking, "This is a good idea, but what does the government get out of it?" Well, such begins the next part of the Act:

Students who accept assistance from the NMS are required to work for the government for a certain amount of time after they finish their higher education, scaled to the amount of aid they recieved. After this time, they are free to remain in the government's service or to leave the government and move on to the private sector.
