The Green Liberal Party believes that government officials, excluding explicitly political offices such as the cabinet ministries and those appointed by the President, Premier, or a ministry head, must be appointed in a meritocratic way that reflects their ability to govern as opposed to their ability to please whichever party or politician happens to be in power. This Bill hereby establishes the Kalistani Civil Service Commission that shall be responsible for the hiring of government employees excluding those specified above. The Commission shall require all civil service applicants to take a competitive exam. Prospective employees are then ranked based on their performance and only candidates on the list can be appointed by the legislature with favor given to higher-ranking candidates. |

Message | We oppose this bill. If this were to become law, it would require the cabinet to be formed without regard to political affiliation, and that all legislators would need to be non partisan, as soon as they become deputies in the National Assembly. The Socialist Party cannot understand how this can be enforced when we have partisan elections. |
