Description[?]:
In seeking to promote technological innovation, this Bill hereby authorizes the Ministry of Trade and Industry to grant patents to developers or businesses having created software designs, techniques, formulas, or algorithms. Patents are enforceable for 20 years following the date of the filing of the patent application and individuals or businesses who violate patent terms are liable for civil lawsuits by the patent holders. The Ministry of Trade and Industry shall also be empowered to grant copyright protection to works of art and physical technology for a period equal to the life of the author plus fifty years. Copyright infringement is subject to civil suits, with damages being rewarded to copyright holders based on the losses that they have incurred due to infringement. In addition, to further encourage the development of new technologies and software for profit, this Bill permits software to either be disclosed or not be disclosed to the public, thereby granting innovators a temporary competitive advantage that allows them to secure profits for a limited period of time. |

Message | We need to create a dynamic and tech-oriented 50th century economy if our country is to advance beyond mere reliance on the export of volatile commodities. However, this will only be possible if the state grants the means for entrepreneurs to profit off of their innovations, with current policies acting contradictory to this goal. With no profit incentive, technological progress will grind to a halt and Kalistan will fall behind its competitors. |

Message | What the Liberals ironically advocate is the granting of state enforced monopoly over intellectual properties. We have no problem with technological innovation within the Republic, and our technological base will not be expanded by deliberately limiting the number of players in the field by way of patents and copywrite. |
