| This Bill hereby creates a Republican Police Corps made up of civilians responsible for enforcing the laws of Kalistan and keeping the peace, with the corps being given an annual budget of 35 billion KSB. To become an officer, prospective candidates must acquire a three-year degree for police officer training, with the first and third years involving written and spoken instruction at a public college or university and the second year involving on-the-ground training with the Corps. Ordinary officers are only allowed to carry non-lethal weapons, such as tasers and pepper spray, and only specialists within the corps are able to carry handguns following an additional year of training dedicated to handling firearms safely and knowing when to use them. Officers are required to have body cameras on their persons at all times and are liable to disciplinary action if they fail to do so or delete body camera footage. Disciplinary actions against officers who have mishandled firearms or body cameras shall be administered following investigations by civilian investigators, independent of the Republican Police Corps, who are able to impose binding restrictions and discipline on officers who fail to follow the restrictions and regulations established in this Bill. This Bill also establishes the following law enforcement departments: Vrassa Police Corps Odufaray Police Corps Ananto Police Corps Neveras Police Corps Suldanor Police Corps Each of these local departments shall be under the jurisdiction of their respective District, which shall be responsible for financing their corps at desired levels. However, each corps is subject to the same national minimum standards on training, firearms, body cameras, and discipline, but Districts are empowered to enforce standards above and beyond those set at the national level. |
