| AMENDMENT I - THE MINISTERIAL COUNCIL Government positions shall be open to all, but the composition and prerequisite membership qualifications of the Council of Ministers may be regulated in appropriate fashion by the National Congress. Every Political party represented in the National Congress shall reserve the right to propose a council, and the Congress may make no provisions that would nominate Ministers in a decidedly favoritist, elitist or otherwise unpopular manner. |
