In 2225, the party leaders of the Federal Progressive Party gathered to discuss the future of the party and the direction it will take, following the party's dismal performance in the November 2224 elections. The result is a series of plans detailing the policies the party plans to take to various issues, and the party has agreed to put some of these policies to vote in the legislative. They are collectively named the Tanner Plans, after the party leader who led the discussion. The bill calls for the aid of poorer nations in exchange for trading rights. As trading rights are secured, Valruzian companies can then venture into these new markets, thus allowing economic growth as we export. Natural resources not found in Valruzia can be explored and made into good use, benefitting the country as a whole. This also benefits the aided nation, as they directly receives aid from us, and Valruzian companies are also able to develop the nation. |

Message | The problem with "normal" aid is that the recipient country may over time grow to rely on foreign aid, and starts to be like a parasite, sucking up money but not developing much in any way. By giving "tied" aid we can make sure that at least corporations can in some way help develop the recipient country. |
