| The purpose of this act is to remove the independence from the State Directorate of Intelligence so thyat it becomes an instrument of the policy of the elected government. To do this the following provisions are adopted: 1. Notwithstanding any prior legislation or the reporting thereof, the State Directorate of Intelligence shall be placed under the command and control of the Spolkovy Prezident. The purpose of this measure is to subordinate the State Directorate of Intelligence to command and an elected official. 2. The State Directorate of Internal Security shall investigate and report to the Minister of the Interior whether the State Directorate of Intelligence undertook any operations contrary to stated policy of the Council of Ministers, the Spolkova Komora, the Spolkovy Prezident or the Foreign Ministry or undertook any such operations despite express orders from the Spolkovy Prezident. 3. Should that investigation reveal any criminal violations, the Ministry of the Interior will refer them to the Ministry of Justice. |

| Message | Mr. Speaker, While we sympathize with the attempt at making the SRPZ accountable, we object to putting it under the jurisdiction of the internal ministry. The SRPZ is, by design, a foreign intelligence service, thus making it rather inneficient to put it under the internal ministry. We propose to put jurisdiction under the Premier's and President's offices and make the agency forced to inform the Premier and President on its operations. |
