The Balgrad Accords are amended as follows:

Article 2, Section 5 - remove in entirety authority of tsar to appoint Imperial Court since it is inappropriate for tsar to be supreme executive, legislative and juduicial authoriity, subject only to continued military favoir.

Article 2, Section 9 - make it clear rather than ambiguous that Joint Imperial Command Staff can not declare war.

Article 4, Section1 - remove reference to no exceptions to 5 year voting rule since it is at odds with next section allowing snap elections.

Article 4, Section 4 - remove reference to appointing mayors since it is odds with current law.
