Upon the passing of this bill the following will take effect: Deltaria will be renamed into: Konfederace Sovětských Socialistických Republik (Deltaria) Article 1 "Communist Party of Deltaria" -The Communist Party of Deltaria will be the sole legal party in Deltaria. Its main ideology will be democratic centralism, deltarian communism. The Communist Party will be the sole political party, being in charge of almost every decision in the country. -Every government worker and politician will be member of the Communist Party. -There will be republican branches of the party (Communist Party of Alazinder etc.) but these would still answer to the federal party through the principle of Democratic Centralism. -The party will be led by a Presidium of the Communist Party, elected by the party congress, and the Chairman of the Communist Party will then be elected through the Presidium, which would act as HOG and HOS as well, gaining the position of Premier of the CSSR. -All other political parties are banned but players are allowed to play as a faction of the Communist Party by using the name: "Communist Party of Deltaria - Reformist" -The Communist Party has several offices. These include: The Presidium: Which consists of several offices called commissions ranging from a Commissioner of Party Affairs to a Commissioner of Judicial Affairs. The Secretariat: Which is the executing body of the party, consisting of most of the state its bureaucracy and responsible for executing laws and party policies as well as state planning The Office of the Chairman: The Leader of the party, in charge of appointed government positions to the secretariat and leading the country. He or she is commonly refered to as either the Chairman or Premier. The Chairman is elected by the Presidium The Party Congress: Highest body of the party. Can be convened by a majority vote in the Presidium. It makes major decisions such as overwriting judicial decisions, appointing the presidium and ammending the party platform. When it isnt convened, the Presidium is the highest body of the party. Article 2 "Government Structure" -The government will be led by the Premier of the CSSR which is appointed by the Presidium. -The Premier acts as chairman of the party and leader of the country. The Premier also chairs the Council of Ministers. -The Council of Ministers is appointed by the Congress of Soviets. -The Council of Ministers together with the Presidium run the country on a day to day basis, with the Premier/Chairman making the important executive decisions together with the Council of Ministers. -The Council of Ministers would officially be the highest body in the country. (In practice, power is vested in the party not the government) Article 3 "The Republics" -The constitution/act of union would grants every region the status of Soviet Republic. -Each will have their own constitution, police force, regional branch of the communist party, local judiciary, regional government and legislature. -According to this act of union these republics are considered independent entities and can thus secede if they want to (in practice the Communist Party holds strict control over the republican branches and their leadership, meaning that while de jure the republics hold major autonomy and independence in governing, in reality they act under a unitary party structure and thus act as one with the federal/confederal government.) Article 4 "Legislature" -The Legislative body is the Congress of Soviets. The Congress is elected by the people every 4 years. Only members of the Communist Party may be candidates. The party holds primary elections for every seat in the congress which determines who becomes the candidate for that seat. Due to the party its democratic centralist principles only one candidate may run for a seat and thus that candidate is determined in a primary. A candidate must receive 50% of the vote of the voting population, if he or she doesnt a new election for that seat is called with the second runner up of the primary. The seats in the Congress of Soviets all represent a geographic area and their local soviet, which in the CSSR is considered to be the equivelant of a city council or municipal council, but may only consist of workers in that area and is appointed by the CPD. The Congress of Soviets is, according to the act of union, the prime legislative body of the CSSR, allowed to legislate any matter from economic policy to foreign policy and more. Once passed, a law becomes binding for the entirety of the CSSR. While de jure this isnt suppossed to happen, in practice every constituent republic in the CSSR either passes laws similar to laws passed by Congress or simply abides by Congress laws through the executive. In reality the Congress of Soviets is often seen as a rubber stamp body for the Communist Party, as most major policy is directed by the Presidium and Council of Ministers. -Local municipalities are organized as "Soviets" with the local government allowed to appoint workers to these soviets to handle local affairs and pick candidates for their constituency. Article 5 "Organization of the Republics" -All republics are named ..... Soviet Republic -The republics have their own legislature -The republics have their own executive vested in the "Executive of the .... Soviet Republic" -The executive is led by a governor, appointed by the Presidium of the Communist Party of Deltaria (the national party) -The republics have their own constitution, the right to legislate their own affairs, their own police force and their own judiciary. -In practice, most Republics strictly abide by national policies and their local communist parties controlled by the national party, de jure they are however independent and not obligated to do so. (This bill may be removed/made non binding with a simple majority of players and seats voting in favour to do so) |
