Old value:: All candidates receive public funds but are not allowed to accept donations.
Current: All candidates receive public funds, and can still accept donations.
Proposed: Candidates receive public funds unless they have raised more than a certain amount of money.

Old value:: The municipal councils exercise mayoral powers.
Current: Citizens elect their mayor directly in a local election.
Proposed: Citizens elect their mayor directly in a local election.

Proposal[?] to change The method used to determine the number of seats each region receives in the national legislature.
Old value:: A proportional algorithm that gives a very small advantage to larger regions.
Current: Equal representation, regardless of region population.
