STRUCTURE of GOVERNMENT
The Alorian Government is divided into two levels, The National or Federal Level and State Level.
1) The National Level comprises the Monarchy, the Government and Congress.
The Monarchy serves a symbolic role and doesn't hold much political power.
The National Government is formed by the largest party/coalition and holds the executive power.
The Congress is split into two chambers, Parliament and Federal Council and holds legislative power.

2) The State Level comprises the State Assemblies and underneath Local Governements.
The State Assembly hold executive and legislative power within their State.
Local Governments are split into City Councils and Counties governed by County Councils.


3(A) Executive Ministries of Aloria
The Executive Ministries of Aloria is the largest component of the national executive branch of the Kingdom of Aloria. It is composed of thirteen executive ministries along the associated agencies in the respective ministries. The ministries are headed by a Minister who is appointed through a Cabinet proposal that has been proposed & approved either by Largest Party or Coalition.

B(I) Head of Government
-The Ministry of the Head of Government is headed symbolically by the Monarch of Aloria and de facto by the Prif Weinidog / Premierminister (Prime Minister).
Duties and Functions
-Supervise the planning, implementation, and development of socio-economic projects in the nation
-Administer policies relating to the national security of Aloria
-Administer press releases in behalf of the government of Aloria through the national television station and the national radio.

B(2) Associated Agencies

The Office shall be primarily responsible for press releases in behalf of the national government.
-6 Bureau of Programs Implementation
The Bureau shall monitor and coordinate on the socio-economic projects of the different ministries.
-7 Advisory Board for Economic Development.
This board will serve as an advisory group to the Government on economic development.
-8 Bureau of National Security
The Bureau shall advise the head of state and the head of government on national security issues in the domestic, foreign, and military context, and coordinate with other ministries and agencies in relation to such issues.


C(1) Ministry of Foreign Affairs
-The Ministry of Foreign Affairs shall be headed by the Minister of Foreign Affairs.
Duties and Functions
-Assist the head of government in the conduct of foreign policy.
-Review and recommend passage of international treaties.
-Maintain foreign embassies across Terra.
-Issue passports to Alorians seeking to travel abroad.
-Regulate entry of foreign nationals to Aloria as defined by a separate law.
-Coordinate with foreign governments and Alorian citizens in relation to the prosecution and/or conviction of Alorian citizens on foreign soil.
-Disburse foreign aid in appropriate levels as defined by a separate law.

C(2)Associated Agencies
-1 Department of Consular and Diplomatic Affairs, which shall represent Aloria in conducting diplomatic relations with other nations, and assist and protect Alorian citizens residing in the assigned foreign nation of the consulate concerned, and shall facilitate trade and friendship between Aloria and foreign nations. This department shall be sub-divided into the following departments.
--1(a) Department for Macon Affairs.
Sub department of the DCDA that handles issues relating to Macon.
--1(b) Department for Keris Affairs.
Sub-Department of the DCDA which handles Kerisan Affairs.
--1(c) Department for Artania Affairs.
Sub-Department of the DCDA which handles matters relating to Artania.
--1(d) Department for Majatra Affairs.
Sub department of the DCDA that handles issues relating to Majatra.
--1(e) Department for Seleya Affairs.
A sub department of the DCDA that handles issues relating to Seleya Affairs.

A sub department of the DCDA that handles issues relating to Dovani Affairs and those of it's two neighbouring Sub-Continents.

Sub Department of the Ministry of Foreign which deals with Aloria's role in the World Congress.
-3 Department for Foreign Aid.
Sub Department of the Ministry of Foreign which deals with Aoria's distribution of Foreign Aid to countries in need.


D(1)Ministry of Internal Affairs
-The Ministry of Internal Affairs shall be headed by the Minister of Internal Affairs.
Duties and Functions
-Assist the head of state in the general supervision of the states and local governments.
-Assist the head of government in the conduct of domestic policy.
-Provide assistance on local governments, law enforcement, public safety, and peace and order.
-Formulate plans and programs aimed in response to local emergencies due to natural and man-made disasters.
-Audit the local government for ethics and adherence to Alorian law.
-Supervise the immigration policies of the country.

D(2) Associated Agencies
-1 Department of State Affairs
Department primarily responsible for handling relations between the States, assist them in issues concerning their state and insure Alorian Federal law is being applied.
--1 Office of Ethnic Communities
The Office is responsible for dealing with issues between the various ethnic groups and for ensuring minority rights are respected.
--2 Bureau for the National Census
Responsible for conducting a national census every 12 years.
-2 National Elections Commission
The Commission is responsible for the execution of National Elections.
-3 Department of Immigration
Department responsible for entry, stay and departure arrangements for non-citizens, border immigration control and citizenship.
--3(a) Border Security Agency
Sub agency of the Department of Immigration responsible for border immigration control and control of goods of the Kingdom.
--3(b) Immigration Safety and Integration Service
Sub agency of the Department of Immigration which ensures migrants are safe and integrating well. Also oversees citizenship programs for migrants.
-4 The Local Government Commission
The Commission ensures co-operation between local governments and other government bodies.
-6 Department of Law Enforcement.
Department responsible for law enforcement throughout the Kingdom.
--6(a) Bureau of Investigation
The Bureau shall handle the investigation of crimes and offenses against the laws of Aloria.
--6(b) The Royal Police Commission
The Commission shall be responsible for the police on a federal level.
---6(b)(1) Bundes Polizei / Heddlu Ffederal Department
Oversees and controls the national police force.
---6(b)(2) The Border Police Force
Responsible for performing checks on people and goods at the border and at airports.
---6(b)(3) Immigration Control
Responsible for vetting and checking immigrants before they enter the country.
---6(b)(4) The Police Aviation Corp
Operates a small fleet of aircraft to protect air traffic.
---6(b)(4) Federal Customs Service
Serves as the enforcement branch of the Customs Agency which is under the Trade and Industry.
--6(c) Bureau for Law Enforcement Co-operation
The Bureau is responsible for do-operation between local and federal police agencies as well as with other groups involved.
--6(d) The Coast Guard
Protects the national waters of Aloria and serves as a rescue service at sea.
--6(e) Federal Intelligence Service
This agency will serve as the intelligence arm of law enforcement throughout the country and is responsible for compiling a criminal database for State and Federal police.


E(1) Ministry of Finance
-The Ministry of Finance shall be headed by the Minister of Finance.
Duties and Functions
-Review and recommend the appropriation of the national budget.
-Assess, collect, and record national taxes through bureaucracy, criminal law enforcement, and civil tax collection actions.
-Enforce laws and regulations on tariff and customs.
-Allocate funding to other ministries.
-Administer the National Bank of Aloria.

E(2) Associated Agencies
-1 Royal National Tax Agency
The Agency shall oversee the assessment and collection of all national taxes.
-2 Bureau of Budget and Management
The Bureau shall oversee the budget appropriations for the executive ministries.
--2(a) Office of the Cyngres / Kongress / Congress Budget Officer
Responsible for the finances of the Cyngres / Kongress / Congress and for the political campaigns during elections.
--2(b) The Office of the Comptroller and Auditor General
Responsible for the public audit of Aloria.

The Central Bank shall maintain price and monetary stability for sustainable economic growth.
-4 Securities & Exchange Commission
Oversees the stock market and protects investors and regulates it.
-5 Alorian Finance and Investment Board (AFIB)
The AFIB will engage in finance services, finance, lending activity as well as running the Royal Alorian Fund.
-6 Emergency Investment Board
Responsible for the investment in emergencies and offer aid to those affected.
-7 Corporation Management Board
Responsible for nationalised companies.


F(1) Ministry of Defence
The Ministry of Defence shall be headed by the Minister of Defence.
Duties and Functions
-Monitor the general situation of the country’s peace and security and any external and internal threats to it.
-Supervise the national armed forces.
-Monitor the general situation, well-being, readiness, and morale of the military.
-Assist the head of state in the conduct of military matters as the commander-in-chief.
-Enforce government policy on civil defence in the event of a disaster or emergency, whether natural or man-made.
-Supervise the research, development, purchase, production, distribution, and storage of military arsenal.

F(1) Associated Agencies
-1 High Command of the Armed Forces
Oversees the different commands for the different branches.
--1(a) Army Command
Overall command of the Army.
--1(b) Air Command

Oversees joint operations between the different branches and with international forces.
-2 Bureau of Veterans Affairs
The Bureau shall oversee the provision of benefits for military veterans of Aloria, particularly those who have served the nation during the wartime period.
-3 Bureau of Military and Defense Education
The Bureau is ewsposible for facilitating the education and training of individuals who wish to join the Armed Forces of Aloria.
-4 Bureau of Civil Defense and Disaster Management
The Bureau shall coordinate with national and local government agencies, as well as non-government organizations, for the protection and preservation of life during disasters and emergencies, including, but not limited to, nuclear attacks, bombings, natural calamities, and man-made disasters.
--4(a) Strategic Readiness Institute
Conducts research to ensure that the country is ready for future crises of all sorts.
-5 Bureau of Military Research and Development
The Bureau shall supervise the research, development, purchase, production, distribution, and storage of weaponry and arsenal to the national military..
--5(a) Joint Defence Research Agency
Conducts research between public and private companies on military technologies.


G(1) Ministry of Justice
The Ministry of Justice shall be headed by the Minister of Justice.
Duties and Functions
-Maintain a system of federal prisons and supervise its quality and management.
-Provide legal assistance and representation to citizens of Aloria, especially for the underprivileged sector.
-Represent and advise the government of Aloria on legal matters in local and foreign contexts.
-Supervise the parole and probation system for qualified prisoners.

G(2) Associated Agencies
-1 Department of Judicial Affairs
Responsible for overseeing the judicial system in Aloria.
--1(a) Office of the Public Attorney
The Office is responsible for providing free legal assistance to Alorian citizens, particularly the underprivileged members of society.
--1(b) Office of the Solicitor General
The Office shall serve as the legal representative of the national government of Aloria in local and foreign activities that require the services of a lawyer.
--1(c) Office of Constitutional Oversight
Responsible for ensuring that government processes and laws are constitutional.
-2 Department of Penology.
Department responsible for prison and rehabilitation system throughout the Kingdom.
--3(a) Bureau of Corrections and Penology
The Bureau shall be primarily involved with the custody and rehabilitation of national offenders and the proper management of jails and prisons, with particular focus on the fair, ethical, and humane treatment of prisoners.
--3(b) Bureau of Parole and Probation
The Bureau shall administer the parole and probation system, and supervise parolees, pardonees, and probationers in order to promote their correction and rehabilitation.


H(1) Ministry of Infrastructure and Transport
The Ministry of Infrastructure and Transport shall be headed by the Minister of Infrastructure and Transport.
Duties and Functions
-Supervise the planning, design, construction, and maintenance of national infrastructure intended for transport, including, but not limited to, highways, bridges, airports, canals, and railways.
-Supervise the planning, design, construction, and maintenance of infrastructure intended for flood control, drainage, and water resource development, including, but not limited to, dams and water canals.
-Oversee the development and regulation of the nation’s transportation network and services.
-Supervise the exploration, development, utilization, distribution, and conservation of energy in the country.

H(2) Associated Agencies
-1 Department of Infrastructure
Responsible for the maintenance and improvement of Infrastructure throughout the country.
--1(a) Bureau of Design and Planning
The Bureau shall conduct, review, and evaluate field surveys for public works to formulate, review infrastructure plans or designs as well as its accompanying expenses, and contract such projects with public or private contractors.
--1(b) Bureau of Construction
The Bureau shall oversee the construction of national infrastructure projects.
--1(c) Bureau of Maintenance
Responsible for overseeing the repair, restoration, and renovation of national infrastructure.
--1(d) Vital Infrastructure Appropriation Board
Responsible for the capital to be used and appropriation of land to be used.
--1(e) Bureau of Civil Energy Infrastructure
The Bureau shall supervise the exploration, development, utilization, distribution, and conservation of energy in the country.
-2 Department of Transportation
Responsible for maintenance and improvement of public and private transport services.
--2(a) Air Transport and Security Agency
Responsible for air travel and security in the country.
--2(b) National Transport Management Agency
Responsible for the transport system connecting the country and shall enforce regulations and guidelines pertaining to land transport, including, but not limited to, issuance of driver’s license to qualified motorists, registration of vehicles, and collection of fees for violations in the guidelines.
--2(c) Alorian Coast Guard
The Coast Guard shall enforce regulations and guidelines pertaining to maritime transport and resources.
--2(d) Bureau of Train Operations
The Bureau shall supervise the operations of government-owned train operating companies.


I(1) Ministry of Health and Social Services
The Ministry of Health and Social Services shall be headed by the Minister of Health and Social Services.
Duties and Functions
-Administrates Aloria's public health care system as defined by a separate law, including the provision of pharmaceutical assistance.
-Ensure the safety of food and drugs currently available to Alorian consumers.
-Conduct epidemiological research projects intended to determine the risk factors of diseases in Aloria.
-Disburses public pension checks, as defined by a separate law.
-Disburses unemployment and disability benefit checks, as defined by a separate law.
-Disburses aid to families with dependent children checks, as defined by a separate law.

Responsible for health management nationwide
--1(a) Public Health Agency
Responsible for running the public health system.
--1(b) National Health Insurance Corporation
Responsible for overseeing and regulating health insurance nationwide
--1(c) Bureau of Health Facilities, Services, and Technology
Responsible for supervising the construction, purchase, development, and maintenance of health facilities, services, equipment, and technology in public and private health institutions in Aloria.
--1(d) Bureau of Food and Drugs
The Bureau shall regulate the safety of food and drugs currently available in the Alorian market.
--1(e) Bureau of Epidemiology
Responsible for conducting public health research pertaining the risk factors for diseases, particularly in the Alorian context, as well as remedies for such diseases.
-2 Department of Social Services
Responsible for running Aloria's social services
--2(a) Public Transit Subsidy Fund
Responsible for subsidising the cost of public transport to low income families.
--2(b) Bureau of Social Welfare Policies and Programs
Responsible for supervising the formulation, execution, monitoring, and evaluation of policies and programs aimed for the development of the social welfare of Alorian citizens.


J(1) Ministry of Science and Technology
The Ministry of Science and Technology shall be headed by the Minister of Science and Technology.
Duties and Functions
-Conduct scientific research projects for the advancement of scientific knowledge and technology.
-Provide subsidies for scientific research projects to local government agencies and to private individuals.
-Implement national government programs aimed at applying recent developments of science and technology.
-Maintain a database of scientific information for the Alorian scientific community.
-Monitor developments related to the weather and climate of the nation and disseminate such developments for the prevention of human casualties.

-1 Department of Technology
Responsible for maintenance and improvement of technological infrastructure nationwide.
--1(a) National Patent Office
Responsible for patenting new technologies.
--1(b) National Security Establishment for Communications
Maintains and runs communications throughout the Kingdom.
-2 Department of Science
Responsible for the development of scientific research in Aloria.
--2(a) Public Research Agency
Responsible for research conducted by public research companies.
--2(b) Public Energy Research Institution
Conducts research into renewable energy sources.
--2(c) Centre for Viral, Biological & Medical Research
Conducts research on viruses and other forms of diseases for medical and scientific reasons.
--2(d) Bureau of Scientific Research and Development
Responsible for conducting scientific research projects aimed at advancing current knowledge on industrial technology, nuclear power, energy sources, textile, food and nutrition, forest products, metals, health, and other field of science.
--2(e) Bureau of Sectoral Development on Science and Technology
The Bureau shall initiate programs aimed at applying recent developments of science and technology in various sectors, including, but not limited to, forestry, wildlife, aquatic resources, health, industry, energy development.
--2(f) Bureau of Science and Technology Education
Responsible for supervising the development of educational institutions specifically structured for the advancement of knowledge of science and technology, such as science high schools and technological universities.
--2(g) Bureau of Atmospheric, Geophysical, and Astronomical Services
Responsible for utilizing and monitor knowledge pertaining to meteorology, operational hydrology, climatology, astronomy, and other related disciplines, and disseminate such knowledge to the general public through weather forecasts and other methodologies for the protection of life and natural hazards.


K(1) Ministry of Education and Culture
The Ministry of Education and Culture shall be headed by the Minister of Education and Culture.
Duties and Functions
-Supervise State education systems to ensure they are adequate.
-Implement and review the basic education curriculum for formal educational institutions.
-Allocate funding for the development of public schools, colleges, and universities in conjunction with the States.
-Allocate funding for the implementation of programs geared towards education and culture.
-Disburse college tuition assistance checks as defined by a separate law.
-Administrates subsidies to provincial governments for museums and libraries according to Alorian policy.

K(2) Associated Agencies
-1 Department of Education
Responsible for overseeing the education system of Aloria.
--1(a) Department of Education Oversight
Oversees the States' education system public and private to ensure that they are adequate. Can grant funding to help properly fund the schools.
--1(b) Bureau for Higher Education Funding
Responsible for overseeing higher level educational institutions and grant funding to the States for the institutions.

Responsible for overseeing students loans and scholarships.

Responsible for promoting the cultures f both countries in the Confederacy.

Provides funds to local governments to run museums.
--2(b) Heritage Protection Agency
Funds projects to preserve Dundorfian and Draddwyr cultures as well as oversee the promotion, development, and protection of the cultural and historical heritage of Aloria, including cultural and historical sites
--2(c) Copyright Protection Agency
The Agency shall protect original works of art.
--2(d) Movie Classification and Regulation Agency
The Agency shall regulate the display of local and international films in Aloria.
--2(e) Bureau of Museums and Libraries
The Bureau shall oversee public museums, libraries, and national archives.


L(1) Ministry of Food and Agriculture
The Ministry of Food and Agriculture shall be headed by the Minister of Food and Agriculture.
Duties and Functions
-Oversee, develop, and review the agricultural sector of Aloria.
-Disburse agricultural subsidies as defined by a separate law.
-Provide non-financial assistance to citizens for the proper development of agricultural lands.
-Regulate farm sizes in Aloria as defined by a separate law.
-Regulate the fishing industry of Aloria as defined by a separate law.
-Ensure food security in the country, particularly on staple food.

L(2) Associated Agencies
-1 Department of Agriculture and Food
Responsible for overseeing agriculture in Aloria.
--1(a) Bureau of Agricultural Research and Statistics
Responsible for conducting research projects aimed at acquiring knowledge for the development of the agricultural sector of the nation.
--1(b) Bureau of Agrarian Reform
The Bureau shall conduct programs and initiatives aimed at promoting agrarian justice, land tenure improvement, farm land redistribution or merging, and delivery of services to landless farmers and farm workers, as defined by a separate law.
--1(c) Bureau of Land and Plant Management
The Bureau shall implement guidelines on the proper management and development of soil, water, and plants in the agricultural sector.
--1(d) Bureau of Aquatic Resources
The Bureau shall oversee the regulation of fisheries and aquaculture.
--1(e) Bureau of Agriculture Education
The Bureau shall provide training to individuals who wish to develop their knowledge and skills in agricultural work.
--1(f) Bureau of Food Security
The Bureau shall be primarily involved in ensuring the food security of the country, with particular focus on the availability of staple food.
--1(g) National Agri-Fund
Responsible for subsidising farmers throughout the country.

M(1) Ministry of Environment and Tourism
The Ministry of Environment and Tourism shall be headed by the Minister of Environment and Tourism.
Duties and Functions
-Supervise government policies on the management, development, conservation, and utilization of the natural resources of Aloria and its biodiversity, including policies pertaining to pollution controls.
-Implement policies and guidelines pertaining to the exploration, development, extraction, and utilization of forests, lands, waterforms, minerals, wildlife, and other natural resources.
-Recommend natural sites to be protected, as defined by a separate law.
-Encourage, promote, and develop tourism in Aloria as a socio-economic activity that will help generate income and employment.

M(2) Associated Agencies
-1 Department of the Environment
Responsible for Environmental issues in the Kingdom.
--1(a) Department of Meteorology
Responsible for climate and weather issues.
--1(b) Climate Change Readiness Office
Ensures that the country is capable of dealing with climate issues.
--1(c) Meteorological Observation Group
Observes the weather to predict future weather disasters.
--1(d) Bureau of Pollution Controls and Recycling
The Bureau shall be primarily involved with the implementation of pollution controls and recycling in Aloria.
--1(e) Wildlife and Area Protection Agency
The Agency shall implement guidelines on the custody of exotic animals, the hunting of non-endangered animals, and the protection of endangered animals and natural sites.
-2 Department of Tourism
Responsible for the tourism industry in the Kingdom.
--2(a) Bureau of Tourism Promotions
The Bureau shall oversee the promotion of Alorian tourism in the local and international market.


N(1) Ministry of Trade and Industry
The Ministry of Trade and Industry shall be headed by the Minister of Trade and Industry.
Duties and Functions
-Facilitate the development of a business environment where all participants involved have a fair opportunity to compete, flourish, and succeed.
-Ensure the general welfare of consumers in Aloria.
-Employ mediators to assist in alleviating strikes in critical industries.
-Provide subsidies to Alorian industries and businesses as defined by a separate law.
-Implement guidelines on industrial health and safety.
-Develop the competencies and competitiveness of Alorian workers.

N(2) Associated Agencies
-1 Department of International Trade
--1(a) Royal Alorian International Development Bank
Invests in international projects which could benefit the Kingdom.
--1(b) Customs Agency
The Agency shall enforce tariff and customs laws, and prevent smuggling in the nation.
-2 Department of Economical Development
Responsible for economic development throughout the Kingdom.
--2(a) Department of Labour Relations and Employment
Responsible for overseeing relations between workers and employers as well benefits, wages, and support for Alorian workers.
--2(b)Industry Environmental Standard Agency
Ensures that new projects are ecologically friendly and sustainable.
--2(c) Royal Post Office
A national post office.
--2(d) Bureau of Consumer Protection
The Bureau shall implement guidelines on consumer welfare and protection and receive complaints in relation to such matters.
--2(e) Bureau of Technical Education and Skills Development
The Bureau shall provide education and training to Alorian citizens for technical education and skills development to help them become competent and competitive technical and skilled workers.
--2(f) Industrial Development Authority
The IDA shall be responsible for the attraction and retention of foreign investment into Aloria.
