The Istalian Union of Quanzar and Alaria is a popular democracy and decentralized republic subject to the rule of law, and recognizes as its highest principles the values of liberty, solidarity, equality, tolerance, and political pluralism. 2. Sovereignty is vested in the people of the Union, which it exercises unconditionally and with no limitations. ๐๐๐๐๐๐๐ ๐๐ โ ๐๐ก๐ ๐๐จ๐ฆ๐ฆ๐ฎ๐ง๐๐ฌ 1. The Istalian Union of Quanzar and Alaria is a federation of self-governing communes. 2. The territory of the Istalian Union of Quanzar and Alaria is divided into 20 communes corresponding to the territories of the former provinces. 3. All political power in the Istalian Union of Quanzar and Alaria derives from the communes. 4. Each commune shall be endowed with a legislative council known as the Communal Democratic Council and with an Executive Council. ๐๐๐๐๐๐๐ ๐๐๐ โ ๐๐ก๐ ๐๐๐ฉ๐ฎ๐๐ฅ๐ข๐๐ฌ 1. The territory of the Istalian Union of Quanzar and Alaria shall be divided into two self-governing Republics, the Republic of Quanzar and the Republic of Alaria. 2. Each Republic shall be endowed with a Democratic Council exercising legislative power, and an Executive Council. 3. Each Republic shall be presided by a Presiding Council which shall act as its head of state. The Presiding Council of Quanzar shall consist of three members, elected by its three regions. The Presiding Council of Alaria shall consist of two members, elected by its two regions. (OOC the largest party of each region controls one member) 4. The Republics shall be divided into Regions, each of which shall be endowed with a legislative Democratic Council and an Executive Council. ๐๐๐๐๐๐๐ ๐๐ โ ๐๐ก๐ ๐๐จ๐ฎ๐ง๐๐ข๐ฅ๐ฌ 1. Each commune shall elect from among its residents via direct universal suffrage 200 delegates to serve on the legislative councils. 2. 20 of these delegates shall be randomly selected to serve on the regional Democratic Council, for a total of 80 delegates per regional council. 3. 10 of these delegates will be randomly selected to serve on the Democratic Council of the Republic, for a total of 120 delegates in the Democratic Council of Quanzar and 80 in the Democratic Council of Alaria. 4. 10 of these delegates will be randomly selected to serve on the Democratic Council of the Istalian Union of Quanzar and Alaria. 5. The remaining 160 delegates will constitute the Communal Democratic Council of their respective Commune. 6. The head of state of the Istalian Union of Quanzar and Alaria is the Presiding Council, formed of a President elected by universal direct suffrage and two Vice-Presidents elected by the peoples of the two Republics (OOC the largest party in each of the two republics). 2. This Constitution incorporates all internationally recognized human rights conventions. 2. All citizens have the right to express their ethnic, cultural, linguistic, and gender rights. 3. All citizens have the right to life, liberty, freedom of opinion and expression, freedom of association, and peaceful assembly. 4. Men and women are equal in the eyes of the law, and the state shall take all possible measures to ensure the full realization of gender equality. 5. The economic system of the Istalian Union of Quanzar and Alaria shall be directed at providing general welfare and guaranteeing the daily needs of the people. 6. The list of rights and freedoms in Chapter VII is non-exhaustive. 7. Certain rights and freedoms may only be restricted having regard to public order and security, the integrity of the individual, the sanctity of private life, or the prevention and prosecution of crime. | Message | This is a draft constitutional proposal aimed at replacing the illegitimate monarchist constitution and establishing a democratic and socialist society. | Message | Colleagues, first of all we would like thanks the PCI for its faith in democracy and for its great contribution in turning a proposal that would have led to the establishment of a regime wanted only by a minority and that would have undermined many rights of the citizens and the legacy of an entire people. We thanks PCI especially for its remarks on the article VII. The Blue Flame is quite satisfied with the compromises achieved after these debates. We support the name Istalian Union of Quanzar and Alaria and we support the proposed title for the officials and the bodies of the Union. We are instead against the flag of the Quanzari soviets. It was better the first proposal made by Insieme, the green, white, black tricolor with the red triangule within which the Istalian Star. About the provision of Article VII, we ask the last paragraph will be excluded from the draft. A democracy cannot accept such provisions which are greatly subject to interpretation. Indeed, about the whole article VII, we thinks that for the rights and duties of citizens we should continue the works began under the Constituent Assembly on the Great Chart of Rights and Duties of Citizens. We demand and pretend clear laws that clearly specify that citizens cannot under any circumstances be victims of the actions of the state and of the justice due to their ethnicity, their religious faith, their political opinion, their sex, their sexual orientation, their social, cultural and economic status. About the relations between, communes, regions and republics, we would like have clarification (OCC: and also: the communes correspond to the roleplayed provinces in which regions where already divided?)
