| Mr/Mme Speaker, respecting the clear mandate the citizens gave us, respecting the efforts we made to protect our society and our political life from the spectre and the fear of violence and intimidation, this Government is committed not to leave the country and its political landscape in the hand of politically biased armed men. This country deserve a society free from armed citizens threatening every hour to bring to a lesser and more aggressive level the political debate. For 5000 years our country distinguished itself among the nations of the world that doesn't make use of paramilitary forces to defend political ideals and to intervene into the political landscape. We think that this country in order to find again an internal stability, shared by ALL the parties, the internal stability our citizens deserves, we must re-find the political maturity of the past, leaving only to the words, and not to the iron, the role of our political weapons. Furthermore, with the severe crisis which is storming our continent and the political instability in our neighbourhood, we cannot risk to have a factor of instability and insecurity represented by roaming armed citizens. The neutrality proposed us by Insieme is unachievable, it is a fact, and the current majority still has doubts about why the previous government forces and the autonomist forces especially wants such paramilitaries forces. To defend them? To defend them from the state defense forces? In this role they are biased armed forces that could be used as political tools, it is a fact. There are the constitution and the tools of our democracy which defends the costituent republics and the the laws of the state that defend them and their identity and authonomy. What this country deserves is a defense force strongly under the control of the civilian government, the civilian government chosen by the citizens and the constituent part of our Union through their representatives. A force which must remain independent and doesn't interfere into the politics. The politics cannot admit even the hypothesis of the use of arms. But it is not through the establishment of further armed men that a nation can achieve this goal. For this reason the Government will introduce a national defense system similar to the one of the Union of Quanzar and Alaria. Defense: - "Defense Forces of the Istalian Union" consisting of three branches: Ground Force, Navy and Air Force. Presiding Council of the Union will be the collective Commander in chief. It is up to the Defense Forces the Defence of the Country. It will be a highly specialized organization. - The Communes of the Union will organize Communal Guards Corps with the role of local gendarmerie and local defense forces under the responsibility of Communal Council. Within each constituent Republic, the Communal Guards of all the Communes collectively form the "National Guards of Quanzar" and the "National Guards of Alaria", internally organized as the two Republics and the Communes wishes. The Communes and the Republics takes their agreements on the funding, recruitment and training of the Guards. The National Guards will operate under the authority of their respective Councils and the main goals will be: local defense, military reserve, response force for civil protection emergencies, order and security, police functions (mainly in rural areas), immigration, border control, airport security and maritime policing. With the consent of their respective Council, members or departments of the National Guards may be assigned or deployed as active or inactive members/departments of the Union Defense Forces. Always with the consent of its Council, each state's National Guard may be employed on Union service to repel an invasion. Unlike the Union Defense Forces, National Guards cannot leave federation soil. - The Istalian Union of Quanzar and Alaria is endowed of a "Police of the Union" which is responsible for combating crimes against federal institutions, international drug trafficking, terrorism, cyber-crime, organized crime, public corruption, white-collar crime, money laundering. Both the Republics of Quanzar and Alaria shall organize as they wish their "State Police" whose function within the respective state is the exercise of the public security for the preservation of the public order, of the safety of the people and the patrimony. They can carry out detective work, forensics and criminal investigation. Within the Police of the Union it is reconfirmed the existence of the Special Intervention Unit (as established by the Pdl 04/71 http://classic.particracy.net/viewbill.php?billid=653890): UIS acts as special unit and SWAT team dealing primarily with counter-terrorism scenarios and with the following tasks: liberation of hostages and other special operations, arrest of dangerous criminals, support to local police forces and cooperation with them, coordination with state and federal authorities during high-risk exchanges of national and international prisoners, protection of foreign heads of state and government during visits into the Union, protection of high-ranking governmental and administrative positions at high risk of assassination, train personnel of the intervention units of the ordinary police forces with advanced techniques, selection, training and professional growth for the UIS members with internal seminars, partner units or visits to international training facilities. - Selma Dellario, FB |

| Message | Comrades, While we are not in favor of this proposal, we could be persuaded to vote in favor if the article abolishing paramilitaries were removed. A militia is an essential component in a democratic military and can greatly assist the regular armed forces. The history of other nations has shown that a militia-based armed force can be very effective at national defense and resistance against invasion.
