| The President and the Vice-President of the Democratic Council are elected after each election among the members of the Democratic Council belonging to the party with fewer seats. They are refered as "Presiding team of the Democratic Council". President and Vice-President shall be a male and a female. Each six months shall alternate in the role of President and Vice-President of the Democratic Council The President of the Democratic Council coordinates the work that takes place in the Council. The President does not take part in the debates, nor does participate in the parliamentary committees. The President is expected to be non-partisan and impartial. The President shall nominate the the Executive Council after consultation with representatives from each party group in the Democratic Council.The President confers with the Vice-Presidents before placing a cabinet proposal before the Democratic Council for the vote of confidence. If the Democratic Council express through a vote of no confidence that the President of the Executive Council, or any member of the Executive Council, no longer has its confidence, the President of the Democratic Council shall inform the Executive Council asking to discharge the member concerned and to adopt the adeguate measures of the cases. The position of President of the Democratic Council is the third highest ranked public position in the Istalian Union of Quanzar and Alaria. In terms of protocol, the President of the Presind Council and the President of the Executive Council outranks the President. In terms of incapacity of the President, Vice-President shall act as a President of the Democratic Council and the election of a new Presiding team shall be organized as soon as possible. OOC: This is a Constitutional Law and as per game rule it requires 2/3 of the parliament voting in favor. |

| Message | OOC: I opted to chose the party with fewer seats instead than the largest party belonging to opposition because President and Vice-President, due to the role of the President and his prerogative to propose the cabinet, shall be the first officials to be elected by the DC. We cannot know what party will belong to the opposition if a government it's not yet appointed and in-game it is often difficult to determine who will ally with who, and often, expecially with many parties, government formation take a long time. So, I think that such solution can make things easier and avoid strange IC/OOC issue and paradox. |
