| DUE TO EXCESSIVE SPENDING DEMANDS, THE FOLLOWING PRESIDENTIAL DECREE NEEDS PARLIAMENTARY APPROVAL CAMPAMA 1. Diverts 60 billion in funding to the military districts established in the reformation of the armed forces 2. Obligates the military districts to present a detailed plan for the construction of supply depots, fuel depots, military bases, airbases, shipyards, naval bases, military production plants and a command structure to the federal government for approval 3. Only allows the military districts to spend their allocated funds on the above and if the federal government has approved their plans 4. Allows for the possibility of another 20 billion to be diverted if A. the budget is exceeded with reasonable cause or B. the federal government itself frees up the extra funds. (Already signed by the president, awaiting parliamentary approval) |

The President and his Administration and operatives have no business overseeing 60 to 80 billion. There is no case for it. To be workable a committee of the People's Assembly should control approval of any such expenditures chaired by NPD or ZSD. We do note the President has already issued a decree implementing it.
