| Mme/Mr President, once again our party, now with full support of our government, and after the agreement reached with the colleagues of HD, would like propose again this law. As said before, for a century our country suffered the revisionism and the negationism of those who used the term Quanzar as their own political banner and as a name for part of our country, trying to destroy our true identity. It is time to defend our legacy and identity from further attempt to tarnish the memory of those that for millennia suffered the Quanzarian regimes and to destroy our identity. Following thus the adoption on the "Pdl 01/5103 - - On the name "Quanzar": remembering the sufferings of the regimes of the Quanzar and how inappropriate the use of this term shall be" (http://classic.particracy.net/viewbill.php?billid=656950), it is introduced the following "Law on the Crime of Apology of Quanzar Ideology and Legacy": 1) Notwithstanding Article 8 of the Constitution of the Istalian Empire (http://classic.particracy.net/viewbill.php?billid=656924), the organization, in any form, of any political party referring to Quanzar or related to Quanzar Ideology and/or legacy is prohibited. 2) There is a organization of a political party referring to Quanzar or related to Quanzar Ideology and/or legacy when when an association, a movement, a political party or in any case a group of persons not less than five pursue goals aimed to the exaltation of legacy, exponents, principles and facts proper of the Quanzar Ideology and/or legacy and/or aimed to establish form of government or political organization into the whole or part of the country referring to Quanzar Ideology and/or legacy. 3) Anyone who promotes, organizes or directs the associations, movements or groups referred to in Article 1 of this law shall be punished with imprisonment from five to twelve years and a fine of 10.000 to 100.000 lire. Anyone who participates in such associations, movements or groups is punished with imprisonment from two to five years and a fine from 5.000 to 50.000 lire. If the association, movement or group assumes in whole or in part the character of an armed or paramilitary organization, or makes use of violence, the penalties indicated in the previous paragraphs are doubled. The organization is considered armed if the promoters and participants still have the availability of weapons or explosives wherever they are kept. 4) If the organization of an associations, movements or groups referred to in Article 1 of this law is ascertained by a judgment, the minister for the interior, after consulting the Council of Ministers, orders the dissolution and confiscation of the assets of the association, movement or group. 5) Anyone who propagandizes for the establishment of an association, movement or group having the characteristics and pursuing the purposes indicated in Article 1 of this law is punished with imprisonment from six months to two years and a fine of 5,000 to 50,000 lire. The same penalty is imposed to those who publicly extol the legacy, exponents, principles, facts proper of the Quanzar Ideology and/or legacy. The penalty is imprisonment from two to five years and a fine from 2.500 to 25.000 lire if any of the facts provided for in the preceding paragraphs is committed by the means of the press. - Amilcare La Jena, NA OOC: This is a RP law aimed to ban in Istalia political parties inspired to Quanzar ideology and/or legacy. It is thus proibited the creation of any party making reference to Quanzar and/or aimed to establish any sort of political regime in whole or part of Istalia refering to Quanzar ideology and/or legacy. Quanzar ideology and/or legacy refers to the Quanzar regimes existed in Istalia several times during its history, from the Emirate of Quanzar to the most separatist-led regimes of the two Union of Quanzar and Istalia. Quanzar ideology and/or legacy basically is charaterized by the will to harm if not erase the istalian culture and heritage from the country and/or undermine the identitarian, cultural and national unity of the nation. As per game rule "5c of the Section 6 - Role-Play Procedures, Guidelines and Administration" this bill to be enforced need 2/3 of the players to vote in favor (like a constitutional bill) and the approval by part of the moderators. As per the same mentioned game rule, this RP bill can be repealed by a simple majority vote. |
