Legislation created to reform governing institutions in Valruzia. I. The President 1. Prezydent Rzechpospolity Walruzyjskiej (President of the Republic of Valruzia) is the head of state of Valruzia, elected by simple majority popular vote. 2. President is mostly ceremonial position, yet he/she has the powers to: 2.1. Nominate a candidate for the post of prime minister, after appropriate consultations with the parliamentary factions. This person is normally the leader of the parliamentary coalition or the largest party in the Sejm. The candidate then goes through an approval vote in the parliament; 2.2. Appoint and recall, upon proposal of the Ministry of Foreign Affairs, the diplomatic representatives of the Republic of Valruzia to foreign states and international organizations; 3. President of the Republic of Valruzia is the Commander-in-Chief of the National Forces of Valruzia. 4. If elected, president is obliged to suspend his or her membership in any political party for the term in office. 5. The president holds office for four years. He/she may be elected only for two consecutive terms. II. The Prime Minister 1. Prezes Rady Ministrów (President of the Council of Ministers), or colloquially referred to as the Prime Minister of Valruzia (Premier Walruzji) is the head of government of Valruzia and leader of the Council of Ministers of the Republic of Valruzia. 2. Prime Minister is nominated by the President by inviting leader of the biggest party/coaltion in the Sejm, after that, nominated candidate has to present his/her cabinet before parliament, aka facing the vote of confidence. 3. Prime Minister leads Council of Ministers, also referred as Cabinet and Government, coordinates and controls the work of members of the Council of Ministers; III. The Parliament 1. Legislative power in the Republic of Valruzia shall be exercised by the Sejm of the Republic of Valruzia (Sejm Rzeczypospolitej Polskiej). 2. The Sejm shall exercise control over the activities of the Council of Ministers within the scope specified by the provisions of the Constitution and statutes. 3. The Sejm shall consist of 460 deputies (Poseł/Posłanka). 4. The Sejm term lasts 4 years. 5. Every citizen having the right to vote, who, no later than on the day of the elections, has attained the age of 21 years, shall be eligible to be elected to the Sejm.
