Description[?]:

Whereas: Private 'gated communities' for wealthy citizens can exist, with their own law enforcement.

Whereas: No curfews are legal within the Free Republic, regardless of whether the nation is in a state of emergency, i.e. within a state of war.

Therefore, should this bill pass into law, in the interests in uniform and equal policing, 'gated communities' shall become illegal and shall be placed under proper police jurisdiction.

Local governments may set a curfew if a state of emergency is delcared, i.e. for the safety of Jelbanian citizens, not for their control. THESE CURFEWS shall be imposed no earlier than 7PM and lifted no later than 7AM, HOWEVER the President and/or the Government may alter these times dependant upon the rules laid out in the Constitution of the Free Republic of Jelbania regarding a 'State of Emergency'.
