Message | "regulation intends to prevent the extintion of exotic species." That MAY be what the regulation intends. It does not follow that what the regulation produces is what the regulation intends. It's like minimum wage laws are INTENDED to raise real wages, but of course the actual effect is to increase unemployment, inflation and lower production. So even though I agree with your intent in this case (to prevent the extinction of exotic species), I wouldn't trust your regulation to achieve it. |
