Mr Speaker,

- Today, the Progressive Party proposes that a budgetary pact be accepted by the members of this Parliament, this pact will have to fix the limits of the national budget, it will not be able to go down below the bar of 100,000,000,000 LPD, except if the situation permits, a revision of this pact may be decided by the House of Commons in agreement with the Senate. This project of "pact for budgetary stability" is not a project of the government, it is a project of the PP alone and we would like to count on the support of the House of Commons and the parties composing it. The parties will be able to amend the bill, on the condition that these are voted on and accepted by the Diet, before a final version goes to the Senate for consideration by the Senators.

Item 1:
The budgetary stability pact must be adopted with the support of 2/3 of the House of Commons and the Senate.
Item 2:
Each amendment proposed by another party to the draft pact must receive the support of at least half of the Chamber.
Section 3:
The Chamber and the Senate will have the same weight on the discussion and the vote of the budgetary pact, if the Chamber or the Senate decides one or the other to reject the draft pact, it cannot be proposed for 1 year.
Clause 4:
Luthori's budget should not be lowered below 100,000,000,000 LPD.
Clause 5:
If a party does not respect this pact, if it has not been repealed or modified, the House may take the necessary measures against the party or the government advocating the budget.
