SEEKING to facilitate the development of public works and private-public partnerships in the fields of infrastructure, energy, development, and other areas key to our national development; ENSURING fairness in a litigious process that often dislocates people and removes them from rightfully-owned land; UPHOLDING each individual's right to property while ascertaining the government's prerogative to use the national land as it deems adequate; The Saída Pela Esquerda (SPE) proposes the following changes to our national legislation: |

Old value:: The victim of eminent domain sets compensation, government can appeal to the courts if they deem the cost too high.
Current: The victim of eminent domain sets compensation, government can appeal to the courts if they deem the cost too high.
Proposed: A neutral body appointed by the courts determines the compensation, either party may appeal.
