The Lodamese Democratic Progressive Party proposes renewing a constitutional amendment that worked to prevent coups made possible by way of taking advantage of recently-vacated parties in the legislature(http://classic.particracy.net/viewbill.php?billid=510476).

Upon passing with 2/3rds support of the Presidium(at least 400 votes in favor during this session), the following amendment shall become part of the Lodamese Constitution and become law of the land:

"No proposal for a new Federal Council shall be passed while there exists any vacant seats within the Presidium of the Commonwealth. Should such vacant seats exist, an early election must be called to fill such vacancies before a new Federal Council can be proposed and voted in."

(As per RP bill rules, this amendment can be repealed at any point with a simple majority)
