Reading is the basic fundamental of all learning. It is the first milestone reached on the academic learning curve.

This act seeks to make it mandatory for all schools to ensure that all students have a basic level of understanding and have a level of literacy that helps and encourages learning, as well as enabling students with the power to study anything.

There will be state-wide standard examination to test the level of literacy. However, there is a responsibility by the local school boards to set literacy standards based on the local needs and help students achieve those absolute minimums.

The tests will be provided from the Ministry of Education and given to the individual local school boards to administer either at the start, mid-point or end of the academic year.

The recorded data of student success will be used to gauge the success rate and efficiancy of the schools. The data may also be accessed by prospective employers when applicable. (The latter will be dealt with in a future act/bill).

The following model is the lowest level that can be used. Local school boards can raise the standards beyond this.

At the kindergarten level, children should have a basic understanding of the alphabet and have simple word recognition. This means that they should be able to read Dr. Seuss and the comics.

From grades 1-4, the children should begin to grasp simple grammar concepts as well as more advance word recognition. At this level, the children should be able to start reading books and novels ranged from simple to pre-teen.

From grades 6-8, the children should be exposed to intermediate levels of grammar concepts as well as simple to intermediate syntax concepts. They are expected to be able to construct essays and read at a level from pre-teen to teen, and if they are ahead of their years, to an adult level (though the adult level is not expected)

From grade 9-12, the students should be able to understand complex levels of grammar, proper syntax construction and secondary levels of word comprehension. At this level, students begin to find their future niche, so there is a wide range of what can be expected at this level. Critical essays, advanced forms of literature and in some cases, university level works, for those who are academically inclined. For those who are less academically inclined, they would be expected to be able to write comprehension essays and read adult level material.

Messagehaving some national exams. this is in fact rather overdue, as employers need a way to gague the potential of individuals just as much as the state needs an indicator of the quality of its schools. It would be best if these were set in the leaving year of each school stage - i have no idea when those are in America.

MessageThere should be a national standardized literacy test, at the minimum.

However, we cannot support allowing companies free access to test data. ONLY prospective employers would be able to access this, and they would be legally required to remove the records once the person was employed or refused.

We'll propose the corporate restriction in another bill - it has much farther reaching affects than just in this.

OOC: In America, we face constant testing. It's not just in the leaving year of each school stage, it's several times every year.
