To allow indigenous recognition, autonomy and land management, and also to create smaller, more efficient and closer to the citizen subnational governments, we propose this administrative reform, which would require:


ON THE ELECTORAL LEVEL: 5 electoral districts (郡, gun), namely 北山 (Hokuzan), 南山 (Nanzan), 山湖 (Sanko), 東山 (Tōzan) and 神河原 (Kankawara)


ON THE ADMINISTRATIVE LEVEL: the first subnational administrative level is the prefecture (県, ken), the urban prefecture (府, fu) the metropolitan prefecture (都, to), or the autonomous territory (自治領, jichiryō).

Hokuzan is therefore divided into 4 prefectures, 2 urban prefectures and 1 metropolitan prefecture as it follows
古川 (Furukawa) prefecture
楢浜 (Narahama) prefecture
北首都 (Kitashuto) prefecture
添羽 (Soeha) prefecture
西京 (Seikyo) urban prefecture
那古 (Nago) urban prefecture
糸垣 (Itogaki) metropolitan prefecture

Nanzan is divided into 6 prefectures, 1 autonomous territory and 1 urban prefecture as it follows:
山島 (Yamashima) prefecture
永和 (Eiwa) urban prefecture
竹田 (Takeda) prefecture
豊山 (Toyoyama; Toyama) prefecture
文賀海 (Bunrukai) prefecture
神豊戸 (Kotoyoba) prefecture
士葉郡鈴 (Sibagusu) prefecture
宜南湾 (Ginnanwan) prefecture
陸 犬 (Lik'in) autonomous territory
*In Lik'in, Orinco language is co-official

Sanko is divided into 3 prefectures and 3 autonomous territory as it follows:
九鷹座 (Kutakaza; Kuzacotl) autonomous territory
瑞穂 (Mizuho) prefecture
盛倉 (Morikura) prefecture
満郡宿町 (Mangusuku) prefecture
芹台 (Seritei; Tzertáaj) autonomous territory
カルコサ (Carcosa; Karukosa) Orinco autonomous territory
* in autonomous territories in Sanko, Orinco language is co-official

Tozan is divided between 1 metropolitan prefecture and 5 prefectures as it follows:
中村 (Nakamura) prefecture
千松 (Senmatsu) prefecture
石縄 (Ishinawa) metropolitan prefecture
菱河 (Hishikawa) prefecture
北風原 (Naraihara) prefecture
四谷 (Shitani) prefecture

Kankawara is divided between 1 metropolitan prefecture, 3 prefectures and 2 autonomous territories as it follows:
平名京 (Heimeikyo; Fiimyoochoo; Atzmey; Iimiikiu) metropolitan prefecture
梅岡 (Umeoka) prefecture
熊崎 (Kumasaki) prefecture
茨地町 (Ibarachi) prefecture
青木 (Aoki; Auuki) autonomous territory
西アルゴス (Nixi Áarkos; Nishi Arugosu) Orinco autonomous territory
* Orinco is co-official in Nixi Áarkos, Klikut and Orinco are co-official in Aoki. Heimeikyo's official languages are standard Kunikata and Sekowan, but Orinco and Klikut are recognised as common languages due to the recent indigenous community that settled in the capital

In total, Seko is divided into 21 prefectures, 2 urban prefectures, 3 metropolitan prefectures and 6 autonomous territories.

Second-level subnational administrative units are called municipalities (市町村, shichōson). In metropolitan and urban prefectures, these are called wards (区, ku), while in regular prefectures as well as in autonomous territories, these are labelled city (市, shi), town (町, chō, sometimes machi) or village (村, mura, sometimes son). There are 808 municipalities in Seko.
