Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

The rules for the government program:
-Each party member of the coalition has to vote "YES" on the government program as part of the coalition deal.
-Each party member has to vote "NO" on any opposition bill whatever the content. This will ensure unity within the cabinet and no disruptions or unwanted legislations by the opposition.
-4 proposals will be passed each year. it will be 6 proposals if a part of the legislative term is lost in the negotiations process.
-Each party member of the coalition cannot propose legislations outside the government program. This will ensure unity within the cabinet.
-The RFL will have the right to pass 6 bills and the RFL 4 bills with the support of the other partners
-Partners providing confidence and supply can vote on bills as they please.


GOVERNMENT PROGRAM
LP bills:
-Pass the immigration law (http://classic.particracy.net/viewbill.php?billid=683276)
-Divorces are only legal with mutual consent.
-Adultery is legal.
-The state operates a compulsory public system combined with an optional private pension.
-Fund the pension system with a 5 billion increase, increase corporation tax to 10% and increase the 30% tax bracket to 40%.
-The government fully subsidizes tuition.

RFL bills:
Regulated Paramilitaries
Agriculture subsidies increased to farmers
Citizens elect mayor not municipal councils
Increase border control
Legalise divorce
Increase military spending in budget
