Article 1: Creation of Car-Free Zones
1.1 The government shall designate specific areas in urban centres to be designated as car-free zones.
1.2 Private vehicles, including cars, trucks, and motorcycles, will be prohibited from entering these car-free zones.
1.3 Exceptions will be made for public transportation, emergency vehicles, and delivery vehicles at designated times.
1.4 The government shall provide financial support to cities to establish and maintain car-free zones, including the development of pedestrian and cycling infrastructure, as well as promoting the use of public transportation.

Article 2: Congestion Charges in Agglomeration Areas
2.1 The government shall implement congestion charges in agglomeration areas to discourage the use of private vehicles and promote alternative modes of transportation.
2.2 Private vehicles entering designated congestion zones will be charged a fee, with the revenue being used to fund public transportation and other infrastructure projects to reduce congestion and improve air quality.
2.3 The government shall work with municipalities to establish the boundaries of congestion zones, and to determine the fee structure and any exemptions.

Article 3: Exceptions
