Description[?]:

Honorable members of the Royal Assembly,

Her Majesty's Government has called this special legislative session of debate.

This is an issue that is highly emotional and personal for many individuals, and I understand the gravity of the decision that we are making here today. However, I strongly believe that it is the responsibility of this legislature to ensure that individuals are able to make their own decisions regarding end-of-life care.

The bill that I propose authorizes the use of euthanasia in cases where it is consented by the patient and a court of law. This would mean that the patient, who is facing unbearable pain and suffering, would have the choice to end their life with the assistance of medical professionals. The court would oversee the process and ensure that the patient is making a voluntary and informed decision, free from coercion or undue influence.

We must recognize that individuals have the right to autonomy and self-determination, and this includes the right to make decisions about their own life and death. Forcing individuals to suffer against their will is a violation of their basic human rights. By legalizing euthanasia, we can give patients the power to make their own decisions and provide them with a compassionate and dignified end to their suffering.

I understand that there are concerns about the potential for abuse and the slippery slope towards involuntary euthanasia. However, the bill that I propose includes strict safeguards to prevent any such abuses. The court's oversight ensures that patients are making a voluntary and informed decision, and medical professionals are required to follow specific guidelines and procedures to ensure that the patient's decision is respected.

I strongly urge you to consider the benefits that legalizing euthanasia would bring to individuals who are suffering from unbearable pain and suffering. It is our responsibility as legislators to ensure that individuals are able to make their own decisions regarding their end-of-life care, and this bill provides them with that choice while also including strict safeguards to prevent any abuse.

MessageAs the current Opposition, we do agree with the principle of the law change but we would have concerns on how this can affect the rights of our doctors or what circumstances would need to be provided. We would only vote for this Bill if the Government laid out on what guidelines medical professionals would have to make their decision about the patient and what evidence courts would have to consider. Medical providers also have a legally binding obligation to provide ethical standards of care.

MessageThe Care Act guidelines listed for a physician and a court to consider would be as follows:

a) Determine if the patient has a terminal illness or condition that will lead to an inevitable, prolonged and unbearable suffering.

b) Verify if the patient is mentally competent and fully understands the implications of euthanasia. Assess the patient's ability to make informed decisions and the absence of any coercion, duress, or undue influence.

c) Evaluate if the patient's suffering cannot be relieved by any available treatments, including palliative care or other forms of pain management.

d) Assess if the patient's request for euthanasia is voluntary, well-considered, and persistent. Evaluate if the patient has made this decision on their own or after careful consideration with family members, friends, or other healthcare professionals.

e) Verify if the patient's request for euthanasia is not motivated by depression, anxiety, or other mental illnesses that may impair their judgment or lead to suicide.

f) Ensure that the patient has been provided with all available options for end-of-life care, including hospice care, pain management, and spiritual support.

g) Verify that the patient's request for euthanasia is in accordance with the legal and ethical guidelines of the jurisdiction where the patient resides.

h) Consider any cultural or religious beliefs of the patient that may impact their decision to request euthanasia.

i) Second opinion is mandatory. There must be a consult with another healthcare professional which includes a mandatory referral to a specialist in palliative care, to ensure that all possible alternatives have been explored.

k) Document all evaluations and assessments conducted to determine if the patient meets the criteria for euthanasia.

l) Communicate with the patient and their family members in a clear and compassionate manner throughout the decision-making process.

Random fact: Any RP law granting extraordinary "emergency powers" or dictator-like powers to a government must be passed by at least a 2/3rds majority, but (like all RP laws) may always be overturned by a simple majority vote of the legislature.
