| Article 1: Official Languages 1.1 The official languages of the Commonwealth are Luthori and Canrillaise. 1.2 The official language communities are recognized as the Luthori speaking community and the Canrillaise speaking community. Article 2: Character of the Commonwealth of Mordusia 2.1 Mordusia is a bi-national and pluralist Commonwealth. Article 3: Educational Rights 3.1 All citizens of Mordusia have the right to educational instruction in their first spoken official language. 3.2 Governments shall provide educational facilities to both official language community across the Commonwealth. 3.3 This act recognizes the right of the Province of Camdun to establish additional criteria in access to educational instruction in Luthori. Article 4: Services and Communications 4.1 It is the right of all citizens to receive government services or communications from the Commonwealth in the official language of their choice. 4.2 The Government shall take measures ensure the availability of services in official languages in all regions where warranted. 4.3 Industries under the jurisdiction of the Commonwealth must conform to the language service requirements of this article. Article 5: Commonwealth Civil Service 5.1 The right to work in either of the official languages is recognized in the civil service of the Commonwealth. 5.2 The civil service of the Commonwealth shall be functionally bilingual. Article 6: Toponymy 6.1 The Government commits to the official adoption of the Canrillaise toponyms in the Province of Camdun. Article 7: Provincial Languages 7.1 Notwithstanding the provisions of this act, the Provinces are entitled to adopt their own official language policies, applicable to matters falling under provincial jurisdiction. |
