MessageThis bill should increase literacy levels, especially amongst children. It also allows local governments the flexibility to decide what focus their libraries should take (some areas where minority languages are spoken or where there are more young adults can taylor library purchasing policies accordingly).

MessageTailor, not Taylor. Although they could hire a guy named Taylor to do it, if they like.

MessageWhy can't we simply leave the construction of public libraries up to localities? I'm not clear on why this has to come from the federal budget.

MessageAs for why the federal government should provide money for libraries, this is to ensure equal services and access across the country. Otherwise, wealthy towns and suburbs could have great libraries, and more poor urban areas may have none. This levels the playing field.

MessageThis party will vote for this now, but we must state that at some point the central government has to concede certain authority to the localities, we certainly are not omnipotent to the point where we know the needs of our local denizens. Still the strong point of equal library services for all certainly makes sense presently.

MessageStill it seems that micro-managing library development is rather unnecessarily increasing the size of the government. If a city is a poor, surely a library will help its economy by providing greater skills for workers. And it is up to the voters of that city to make their city governments see libraries as priority improvements. After conferencing we feel that this should be left up to localities to govern as a city improvement rather than a federal funding project, given the current diversion of resources to rebuilding Marligantos.
