WHEREAS the Kundrati National Health Service (KNHS) is rooted in the fundamental belief that access to quality healthcare should be universal and independent of an individual's financial status;

WHEREAS the KNHS aims to meet the healthcare needs of all Kundrati residents, providing services free at the point of delivery, ensuring that healthcare is based on clinical need rather than ability to pay;

WHEREAS the Ministry of Health, as the governing body, is responsible for regulating, coordinating, and providing advice to the healthcare system, while also establishing goals for national health policy, formulating regulations, promoting cooperation, and ensuring quality and patient satisfaction;

WHEREAS resource allocation and oversight of the KNHS are entrusted to the Kundrati National Health Service Commission, which commissions primary care and specialist services, and collaborates with clinical commissioning groups (CCGs) for the provision of healthcare services;

WHEREAS it is recognized that the State of Etxea, through the Etxean Assembly, shall have devolved powers over healthcare policy, enabling it to opt-out of the KNHS and establish its own healthcare system for Etxean residents if they so choose;

NOW, THEREFORE, the following provisions are enacted:

Section 1: Establishment of the Kundrati National Health Service

1.1 The Kundrati National Health Service (KNHS) is hereby established as a single-payer healthcare system, designed to provide comprehensive and equitable healthcare services to all legal residents of Kundrati.

1.2 The KNHS shall be primarily funded by the government through general taxation, with additional funding from National Pension Service contributions, to ensure that most services are free at the point of use for most individuals.

Section 2: Role and Responsibilities

2.1 The Ministry of Health shall be responsible for the political oversight and regulation of the KNHS, including establishing national health policy goals, formulating health legislation, promoting cooperation among healthcare stakeholders, providing guidelines, and addressing patient complaints.

2.2 The Kundrati National Health Service Commission shall oversee the resource allocation and management of the KNHS. This includes the commissioning of primary care services, specialist services, and the allocation of funding to geographically based clinical commissioning groups (CCGs) across Kundrati.

Section 3: Services and Coverage

3.1 The KNHS shall provide a wide range of healthcare services, including doctor visits, nursing services, surgical procedures or appliances, medications, medical tests, investigations, imaging services, and both medical and mental health services.

3.2 Hospital inpatient and outpatient services shall also be provided under the KNHS, ensuring that all necessary healthcare needs are addressed.

3.3 Prescriptions for medications shall be subject to a fixed charge per item for up to three months' supply, with exemptions and reduced charges for certain individuals as determined by applicable regulations.

Section 4: Private Clinics and Regulation

4.1 A small number of private clinics shall be allowed within the healthcare system, subject to strict regulation to ensure the delivery of high-quality care and patient well-being.

4.2 Private clinics operating within the KNHS shall adhere to the same standards of care, accountability, and regulation as public healthcare facilities.

Section 5: Devolved Powers for the State of Etxea

5.1 The Etxean Assembly shall have devolved powers over healthcare policy for the State of Etxea, enabling it to opt-out of the KNHS and establish its own healthcare system tailored to the specific needs of Etxean residents if their residents so choose.

5.2 The Ministry of Health shall collaborate with the Etxean Assembly to facilitate the smooth transition and coordination of healthcare services in the event of an opt-out.

Section 6: Commencement and Implementation

6.1 This Act shall come into effect on the date of its signing by the President.

6.2 The Ministry of Health, in coordination with relevant stakeholders, shall develop and implement the necessary regulations, guidelines, and operational procedures to ensure the effective establishment and functioning of the Kundrati National Health Service.

6.3 The provisions of this Act shall be published in two newspapers of generalist nature within 15 days of its signing by the President to ensure widespread awareness and understanding of the new healthcare system.

6.4 The KNHS shall be fully operational within seven and a half years of the enactment of this Act, allowing for sufficient time to establish the necessary infrastructure, allocate resources, and provide training to healthcare professionals.

6.5 All other laws, regulations, or provisions that conflict with or are inconsistent with the provisions of this Act shall be deemed null and void.
