| WHEREAS the law of Cildania ensures that "members of the legislature are exempted from any civil or criminal liability for their speech or actions," and; WHEREAS the law allows that "this immunity can be overruled by a vote in the nation's legislative body," and; WHEREAS Mr. Depares has behaved in a way which has violated, in the extreme, the dignity and decorum of the Council of Deputies and of the standard which Deputies are expected to maintain themselves, and; WHEREAS during an alleged incident in August 5323, Mr. Depares instigated in a violent altercation with the husband of Minister of Defence Mrs. Margerita Giudice, threatening to "correct" the Minister (http://forum.particracy.net/viewtopic.php?p=184793#p184793), and; WHEREAS during a Council of Deputies debate (http://classic.particracy.net/viewbill.php?billid=690610), Mr. Depares threatened Deputy Cabiria Ahummid, stating his intention to: (1) "wipe [her] out" (2) "kill [her] in over seven hundred ways, and that's just with [his] bare hands" (3) "wipe [her] miserable ass off the face of the continent" (4) "shit fury all over [Ms. Ahummid] and [she] will drown in it" WHEREAS during this debate, Mr. Depares also said: (1) "[Ms. Ahummid's] parliamentary office is being traced right now so [she] better prepare for the storm... The storm that wipes out the pathetic little thing you call your life" (2) "[he has] access to the entire arsenal of the Cildanian navy" (3) "You're fucking dead, Ms Ahummid" and WHEREAS Mr. Depares' comments may indicate his mental instability, while certainly including threats of a criminal nature, BE IT RESOLVED, with immediate effect, that the Council of Deputies enacts as follows: (1) Mr. Depares has his parliamentary immunity revoked, and; (2) Mr. Depares' comments in parliament are to be admissible in any future criminal investigation against him, and; (3) If convicted guilty of any crime, Mr. Depares shall immediately be ejected from the Council of Deputies, and shall be sentenced in accordance with the law. |
