In accordance with section 7 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=4&t=8088&p=145763#p145764), Kundrati is a "culturally protected" country. Below is the cultural protocol which all players in the country must abide. Throughout the document, the real-life equivalent is shown in brackets next to the in-game name.

--ETHNICITY—

Kundrati is formed of two major ethnic groups, the Delic (Slavic) and Lurrian (Basque) peoples. The latter are the indigenous inhabitants of Kundrati, which they have inhabited since prehistoric times, and speak a language isolate known as Lurrian or the Kundrati language.

The Delic peoples originate further south on the continent, and arrived in Kundrati around the 4th and 5th centuries CE. While most Delics migrated southwards to the current nation of Deltaria on the continent of Majatra, those that stayed behind gradually became the dominant ethnicity in Kundrati. Most Delics in Kundrati are known as Skitians (Skýtové), based on Czechs. A small Lushan (Sorbian) population exists.

For most of its history the Delics were marginalized in Kundrati. Only in the past few centuries, with the emergence of pan-Delic (pan-Slavic) nationalism did they come to the forefront. Owing to the position of Deltaria as the preeminent Delic nation, the Delics of Kundrati adapted the Deltarian orthography and occasionally language for themselves.
