Enabling Act for the National Aerospace Agency (NAA) and Federal Space Agency (FSA) Preamble: The recent terrorist attacks on the capital city of Johnston have highlighted the need to enhance our national security and defense capabilities, including the protection of our aerospace and space assets; It is imperative to establish specialized agencies to address these critical concerns and to promote the peaceful exploration and utilization of outer space; Article 1: Establishment and Purpose 1.1. The National Aerospace Agency (NAA) is hereby established as a specialized government agency responsible for the protection, management, and utilization of airspace and aerospace resources within the territory of the United States of Baltusia. 1.2. The Federal Space Agency (FSA) is hereby established as a specialized government agency responsible for the planning, development, and execution of space exploration, research, and utilization programs on behalf of The United States of Baltusia. 1.3. The primary purposes of the NAA and FSA shall include: a) Ensuring the security and defense of aerospace assets. b) Advancing scientific research and technological capabilities in the field of aerospace and space exploration. c) Promoting international cooperation in outer space activities. d) Promoting private enterprises which are active in the aerospace and space sector. Article 2: Organization and Leadership 2.1. The NAA and FSA shall each be headed by a Director-General appointed by the Ministry of Internal Affairs and confirmed by President of the United States of Baltusia. 2.2. The Director-General of the NAA and FSA shall be responsible for the day-to-day operations, management, and administration of their respective agencies. Article 3: Funding 3.1. The NAA and FSA shall be funded through fiscal plans made by the Ministry of Finance as part of the annual government budget. 3.2. Both agencies are authorized to seek external funding, partnerships, and grants for specific projects, subject to applicable laws and regulations. Article 4: Powers and Duties 4.1. The NAA shall have the authority to regulate and oversee airspace activities, including air traffic control, aerospace security, and the issuance of aerospace licenses. 4.2. The FSA shall have the authority to plan, develop, and execute space exploration programs, manage satellite systems, and engage in space research and development activities. Article 5: Oversight and Accountability 5.1. The NAA and FSA shall be subject to regular audits, reviews, and reporting requirements to ensure transparency and accountability in their operations. Article 6: International Cooperation 6.1. The NAA and FSA may engage in international cooperation and agreements related to aerospace and space activities, in accordance with the foreign policy of our nation. Article 7: Review and Amendments 7.1. This enabling act may be reviewed and amended by the House of Representatives as necessary to address changing needs and circumstances. Article 8: Effective Date 8.1.
