Article 1: Establishment and Composition of the Commission
1.1 A Commission on Language Communities (CLC) shall be established to investigate and assess the educational, economic, and cultural status of linguistic communities across Kazulia.
1.2 The language communities are defined as follows: Kazul, Skjöld, Sullestian, Skrigeres, Befäskars, Draddwyr and Kyo.
1.3 The CLC shall consist of experts, representatives from linguistic communities, educators, cultural leaders, and relevant stakeholders, ensuring diverse representation.
1.4 The following commissioners are named to the CLC:
a. Natalie Holberg (Co-chair)
b. Mikko Niemelä (Co-chair)
c. Heiðlóa Mýrkjartansdóttir
d. Anton Lindblad
e. Sigrid Jørgensen
f. Yang Jeong-Hun
g. Ffraid Blower

Article 2: Mandate of the Commission
2.1 The CLC shall investigate and evaluate the educational, economic, and cultural status of linguistic communities, identifying challenges, opportunities, and best practices.
2.2 It will analyze issues related to language education, economic support, cultural preservation, and community empowerment.
2.3 The CLC shall elaborate legislative, regulative and policy recommendations in light of its investigation and evaluation.

Article 3: Public Consultations and Nationwide Tour 3.1 Public Engagement:
3.1 The CLC shall conduct public consultations, forums, and a nationwide tour to gather input from linguistic communities, stakeholders, and the general public.
3.2 The CLC is required to hold a minimum of two public hearings in each Fylke.
3.3 These sessions aim to gather insights, concerns, and suggestions to inform the commission's findings and recommendations.

Article 4: Report and Recommendations 4.1 Final Report:
4.1 The CLC shall compile its findings, conclusions, and recommendations into a comprehensive report, outlining actionable measures to support and enhance linguistic communities.
4.2 This report shall be presented to the government and the public, guiding future policies and initiatives supporting linguistic diversity and community development.

OOC: A committee appointed by this government will hold public consultations before issuing a report. We propose the report revises the population sizes, and helps define locations where each community are concentrated. After which, I intend to introduce a bill on language policy.
