Old value:: All candidates receive public funds but are not allowed to accept donations.
Current: Candidates that accept public funds cannot accept donations.
Proposed: Candidates receive public funds unless they have raised more than a certain amount of money.

Old value:: All government employees have to promise political independence.
Current: All government employees have to promise political independence.
