| The Federal Government, through the Ministry of Food and Agriculture, aligned with the need to promote a fairer and more equitable society, as a measure of social well-being, promotes and proposes the constitution of the Nationale Agentur für Ernährungssicherheit (NAfE). Art. 1 - The Nationale Agentur für Ernährungssicherheit (NAfE) is a permanent organization of the government machinery, a foundational authority, which will form one of the pillars of the Food Security Secretariat, linked and subordinate to the Government's Ministry of Food and Agriculture. 1.1 – NAfE will be responsible for the implementation, supervision and administration of “popular restaurants”, which will offer breakfasts and lunches at symbolic prices to registered low-income individuals. 1.2 – Individuals who may purchase food must necessarily comply with two criteria, namely: I) have a per capita family income of up to one minimum wage; II) in the case of minors in the family, they must all be enrolled in regular educational institutions, up to the age of 18. 1.3 – To be entitled to the benefit, individuals must prove that they have met the requirements by registering on the Ministry of Food and Agriculture's website, namely: "www.mfa.gov.dun". Art. 2 – “Popular restaurants” will be installed in cities with a population of over 70 thousand inhabitants. 2.1 – The value of each meal will be merely symbolic and will be charged as a fee. 2.2 – 05 “popular restaurants” will be built in the capitals of the Dundorf regions (Dunburg - Oderveld, Rabesburg - Chontalen, Südschloss-am-der-Czimnetz - Grozvic, Lutzenkamp - Julstoch and Nordenhaus - Dunlake). 2.3 – In other locations, with a population of more than 70 thousand inhabitants, the government will establish, under a public service concession regime, an agreement with private restaurants, which will be subsidized in a type of “public-private partnerships”, so that they can offer the meals. Art. 3 – The resources for the creation of NAfE and “popular restaurants” will come exclusively from the government's Ministry of Food and Agriculture. Art. 4 – Before installation, qualified professionals will be hired, through a public competition, to form a “Food Safety Council”, composed of people specialized in the areas of nutrition, physical education, sociology, psychology and medicine, who will work directly in the restaurants. 4.1 – Restaurant food will feature a specific and adequate nutrient diet, prepared by the “Food Safety Council”, which will establish the fundamental quantity of substances that must be consumed by a human being daily, for the proper functioning of the body and for can develop with nutritional health. Art. 5 – The headquarters of NAfE will be in Dunburg, Oderveld. 5.1 – NAfE will be directly subordinate to the Food Security Secretariat, of the government's Ministry of Food and Agriculture, who will be responsible for representing it in court. Art. 6 – This measure aims to help combat hunger, poverty and malnutrition, ensuring food security for the population, with all the daily nutrients necessary for human well-being – also serving as a preventive public health measure. | Message | Bruno Gerst, LDU MdB; Federal spokesperson of the NLP for agricultural policy: We will vote in favor, yet have concerns about the funding for this idea. We think the money would be better spend in subsidies for the food industry to lower prices with market rules rather than lowering it artificially with heavy costs. This would also serve all Dundorfians equally and therefore those with low income. |
