"Our country has a very backward demographic pyramid, lots and lots of younglings being born, generating both uncontrollable population growth and the abandonment of orphans. No need to "produce" more and more people, filling Earth with more and more humans so there is no room for wild nature, while there are so many orphans who can't be adopted due to the extravagant bureaucratic demands of state. But instead of opting for dubious policies on state-imposed population control, which usually lead to abortion and infanticide, let's instead just incentive a reduction in the need to "make" more humans by easing adoption, turning the regulation and supervision of this practice toward local governments. Talking about backwardness, let's allow all kinds of couple to adopt children, to increase the offer of available potential parents for the orphans"
