In light of the fact that not a single government in Likatonia has ridden out a full term without having special elections called, it is eminently clear that term lengths are too long. This act will halve them into two-year terms instead.

And it hardly matters why the shifts occur, but they do nevertheless. Perhaps you are right. Regardless, there will be less disruption to the nation if they do not occur. It will also be more democratic; for a shorter term length means a legislature more responsive to popular opinion.
