Message | Originally, 24 months was proposed. And it hardly matters why the shifts occur, but they do nevertheless. Perhaps you are right. Regardless, there will be less disruption to the nation if they do not occur. It will also be more democratic; for a shorter term length means a legislature more responsive to popular opinion.
