| Message | At one point in time the B. Virgin Islands had a 7 person Legislature, with a speaker elsected from outside the council. I think they changed it after one election where Red Party and Blue Party both won 3 seats, and an Independant won the 7th seat. The Indie Became the Cheif Minister, and went into coalition with Blue Party. |
