With increased ability of destruction of weaponry in the modern world, the General Staff, along with the High Council of the NCRP, have agreed to propose the decelopment of a missile shield and better nuclear weapons.

PART ONE: Missile Shield

With the advent of Intercontinental Ballistic Missiles in the 1970's, every nation is nearly indefensable from a launch of these powerful and deadly weaponry. It is in Tukarali's best interest to develop a missile shield in order to prevent these attacks.

The missile shield will consist of a free-electron laser system from the ground and satellites in space. The exact construction, however, is classified, as to prevent foreign nations from stealing the program. I may go no further without compromising National Security.


PART TWO: Nuclear Weaponry

Currently, the law states that Tukarali may develop nuclear weaponry. However, this does not grant much. The General Staff would like to propose that the Tribal Council allow the military to produce Thermonuclear weaponry, as well as Intercontinental Ballistic Missiles, MIRV deployments, and Sub-Launched Ballistic missiles. Also, the General Staff feels that it is in Tukarali's best interest to allow all types of nuclear weaponry be developed -- warhead, bombs, the works.

This proposal will add for the superior strength of Tukarali, and forever defend her against a nuclear threat.
