In an attempt to provide a beneficial quid pro quo, our children will serve a term in either the military or the civilian service, and in return will recieve free higher education. This bill will enact the first part of this compromise, by fully subsidizing tuition and not discriminating on wealth. The second part will be proposed shortly. |
