MessageRather than s9imply replicate existing infrastructure, lets distributee the money as vouchers.

Now the merits of vouchers have been debated many times..but i found the second proposal more interesting. By allowing local govts to select what they want, each state can come up with the solution that best meets its needs. We think this is a step forward for Likatonia.
