MessageIt is completely obvious that this proposed change has absolutely nothing to do with stray animals, unless those animals are going to register themselves.
Nor does it have anything to do with the health or safety of domesticated animals.

MessageWe misunderstood one part of the description in this bill. We confused animals that are lost from their owners and animals that animals that have no owner. This proposal would have no effect on the latter, since there is no owner to register the animal. However, we think the small benefit of being able to identify a few lost animals quicker is not worth the cost of a forced registration of all domesticated animals in the country.
