Message | The social Devoltionists oppose this bill, because we oppose the first article. If I can be permitted to use a real world example, in 1993, Bill CLinton reformed welfare in the united states to put a time limit on welfare payments to single mothers, at the time he was castigate within his own party, and their were dire predictions of a poverty melt down. In reality the reforms have seen a reduction in the number of single mothers on welfare, an increase in the number of single mothers working, and an increase in the average income of single parent families in the US. The Social Devolutionists support a welfare state, but are of the view that it must be set up to avoid the creation of a welfare expectancy. I would therefore support the second limb, it is an incentive to obtain work and makes working more attractive, but cannot support the first Article. The current law with relation to welfare, combined with the proposed change to minimum wage, I think would be the ebst option and would strengthen Vanuku economically and socially. |

Message | The first article seeks to ensure that those who are legitimately entitled to welfare because they cannot work are not suddenly left in the lurch after an arbitrary length of time. You could liken it to an incapacity benefit rather than an unemployment benefit. I would have preferred to propose "a very basic subsistence income" that isn't time-limited, however my actual proposal was the best that i could come up with. I am glad of your support for Article 2 however. |
